Our Mission


"To provide individual health insurance coverage to North Carolinians who do not have access to an employer health plan and have been denied health coverage due to a pre-existing medical condition or have been offered coverage with a conditional rider or at a very high rate."


NCHIRP

The North Carolina General Assembly established the North Carolina Health Insurance Risk Pool (NCHIRP) in 2007. Today NCHIRP operates as Inclusive Health providing affordable, individual health insurance coverage to North Carolinians who do not have access to an employer health plan and face higher premiums due to a pre-existing medical condition. Inclusive Health also offers coverage to individuals who are eligible for, enrolled in or exhausting COBRA or state continuation coverage or qualify due to loss of employment due to the effects of international trade under the Health Coverage Tax Credit.

In addition, Inclusive Health provides coverage to individuals who have lost their jobs due to the effects of international trade and are eligible for the health coverage tax credit under the Trade Adjustment Assistance (TAA) program. This includes Department of Labor certified TAA or Alternative TAA eligibles as well as those who receive benefits from the Pension Benefit Guaranty Corporation and are at least 55 years old.

Inclusive Health began offering coverage on January 1, 2025 and is a non-profit corporation. It is not part of any state agency but is administered by an appointed Board. The board together with Inclusive Health's executive director reports to the NC General Assembly.



Governed by a Board

Inclusive Health is governed by a 12-member board, including the Commissioner of Insurance. The members represent various constituent groups and are appointed by the Governor, the Speaker of the House, the President Pro Tempore of the Senate and the Commissioner of Insurance.
