New Temporary Federal High Risk Pool Program

The U.S. Senate and House of Representatives have passed health care reform legislation which includes provisions that require the Secretary of Health and Human Services to establish a temporary national high risk pool program as a stop-gap measure to make health insurance available to uninsured individuals prior to the time that market reforms take effect, probably in 2014. The health reform bill provides a total of $5 billion for the new temporary national high risk pool program, to be expended until 2014.
